Provisional certificate attestation for the UAE follows the same chain as a final degree: the certificate is verified by the education authority in the issuing country (such as its Ministry of Education), then by that country’s Ministry of Foreign Affairs, then by the UAE Embassy there, and finally by the UAE Ministry of Foreign Affairs. Attestation, however, does not guarantee acceptance. Some procedures, including degree equivalency and professional licensing, insist on the final certificate no matter how many stamps the provisional one carries.
So the real question is not “can I attest provisional certificate documents?” but “will the authority I’m submitting it to accept one?” This guide answers both.

What is a provisional certificate, and why do universities issue one?
A provisional certificate is an official document that a university or institute issues once a student has met every graduation requirement. It confirms the qualification until the final degree is printed, signed and handed over at or after the graduation ceremony, a gap that can run from a few weeks to more than a year, depending on the university.
The name changes from country to country. In India and Pakistan it is called a Provisional Certificate; many Arab universities issue a “graduation statement” or a “temporary graduation certificate”; elsewhere it takes the form of a Degree Completion Letter. Whatever the name, official bodies treat it as a temporary stand-in for the final degree until that degree is issued, never as a permanent replacement.
An acceptable provisional certificate usually shows:
- The student’s full name, exactly as it appears in the passport.
- The qualification and major, with the graduation date or the date the results were declared.
- The grade or GPA, in most cases.
- The signature of the authorised official, such as the registrar or the controller of examinations, together with the university’s official seal.
- A validity period at some universities, for example “valid for six months” or “valid until the final degree is issued”.
None of this is a formality. A missing original signature or seal is the most common reason provisional certificate attestation stalls at the very first stage.
Why the answer to “can I attest provisional certificate documents?” is yes
The answer lies in what attestation actually does. It passes no judgement on the value of a qualification, or on whether it is final or provisional; it confirms that the seal and signature on the document are genuine and come from an authorised body. The official portal of the UAE Government says as much when it explains certificate attestation for people preparing to work in the private sector.
India’s Ministry of External Affairs takes the same position on its attestation and apostille services page: it attests documents on the strength of the signatures of designated state authorities and accepts no responsibility for their content. Each authority in the chain simply vouches for the signature of the one before it.
So if your provisional certificate comes from a recognised university and carries an original signature and a clear seal, there is, in principle, nothing standing in the way of provisional certificate attestation. Each issuing country still sets its own rules; some education authorities, for instance, will only verify a provisional certificate when the final transcript is submitted with it.

Provisional certificate attestation steps for the UAE
For a certificate issued outside the UAE, provisional certificate attestation passes through the following stages. None of them can be skipped, and they must be completed in this order:
The part of the provisional certificate attestation route that we handle ourselves, from UAE Embassy attestation in the issuing country through UAE MOFA attestation and delivery, usually takes up to five working days, depending on the country and how quickly documents can be shipped from it. The first two stages vary widely from one country to another.
Examples of the attestation route by issuing country
The chain is essentially the same everywhere; what changes is the first authority. These are the cases we see most often:
| Issuing country | Usual route for a provisional certificate |
|---|---|
| India | Verification by the State Education Department (HRD) or the relevant local authority, then the Ministry of External Affairs (MEA), then digital attestation by the UAE Embassy in India, which includes UAE MOFA attestation. Full details in our guide to UAE MOFA attestation in India and on our Indian embassy attestation page. |
| Egypt | Verification by the university and the competent education authority, then Egypt’s Ministry of Foreign Affairs, then the UAE Embassy in Cairo, then UAE MOFA. Some transactions also require attestation by the Egyptian Cultural Office. Details are on our Egypt embassy attestation page. |
| Hague Convention member countries | The foreign ministry usually issues an apostille, but the UAE does not accept an apostille on its own, so UAE Embassy and UAE MOFA attestation are still required. Our guide to Australia certificate attestation is a good example. |
| Other countries | The principle is the same: education authority, then the issuing country’s foreign ministry, then the UAE mission there, then UAE MOFA. We will pin down the exact first authority for your country and university. |

Attestation is one thing, acceptance is another
This is where most people go wrong. A provisional certificate can collect every stamp in the chain and still be turned down because the receiving authority requires the final qualification. That decision belongs to the receiving authority alone, not to the attestation authorities. Here is a rough picture of what we see in practice:
| Purpose of the certificate | Typical position |
|---|---|
| Private-sector job offer | Some companies accept an attested provisional certificate to start the hiring process and ask for the attested final degree later. Practice varies with the role and the job title. |
| Postgraduate admission | Many universities accept a provisional certificate for conditional admission, provided the final degree is submitted within a set period. |
| Degree equivalency or recognition | Recognition procedures at the Ministry of Higher Education and Scientific Research are, as a rule, based on the final degree and transcript, so a provisional certificate alone should not be relied on here. |
| Professional licensing | Regulated professions, such as healthcare, engineering and teaching, usually require the final qualification, attested and recognised. |
Our practical advice: before you spend time on provisional certificate attestation, put one question to the receiving authority in writing: Do you accept an attested provisional certificate, and for how long? A written answer protects you from a transaction that is completed and then never used.
Should you attest the provisional certificate now or wait for the final degree?
No single answer fits every case, but the trade-off is clear. Attesting the provisional certificate today means repeating the whole chain for the final degree once it is issued, if the receiving authority asks for it. In other words, you pay for the transaction, in both time and cost, twice.
Provisional certificate attestation makes sense in two situations: when you have a job offer or a university admission that cannot wait and the receiving authority has confirmed it accepts provisional certificates, or when the final degree will be delayed for many months. If the final degree is due within a few weeks, it is usually wiser to wait and attest it once.

Common reasons provisional certificate attestation gets held up
From the files that pass through our office, these are the reasons that most often send a provisional certificate back to square one:
- Expired validity: if the certificate states a validity period that has lapsed, the education authority or the receiving body may reject it.
- No original signature or seal: a certificate printed from an email or a student portal, without a wet signature and an official seal, is not accepted in most countries.
- A copy instead of the original: attestation applies to the original document, not to a photocopy of it.
- Lamination: a laminated certificate cannot take stamps, and many missions refuse it outright.
- A name that differs from the passport: a single letter’s difference in the English spelling can raise questions, so check the name before anything else.
- Starting at the wrong stage: for example, sending the certificate to the UAE before the issuing country’s foreign ministry has attested it, which means sending it all the way back.
If your provisional certificate was issued by a university in the UAE
If you graduated from a university in the UAE and need your graduation statement for use abroad, provisional certificate attestation runs in reverse: the statement is first verified by the competent education authority in the UAE, depending on the type of university, then by the UAE Ministry of Foreign Affairs, then by the embassy of the country where it will be used. Some embassies also require a translation into their own language. We handle this transaction from Dubai and every other emirate, with door-to-door pickup and delivery, and you can see the general route on our document legalization services page.

FAQs on provisional certificate attestation
Can I attest provisional certificate documents at the UAE Embassy?
Yes, once the earlier stages in the issuing country are complete: verification by the education authority, then attestation by that country’s foreign ministry. The UAE mission attests the foreign ministry’s stamp; it does not rule on whether the qualification is final.
Do companies in the UAE accept an attested provisional certificate?
Some accept it to start the hiring process and ask for the final degree later; others accept only the final degree. The decision rests with the receiving authority, so get its confirmation in writing before you begin.
Can a provisional certificate be given equivalency in the UAE?
Qualification recognition procedures are, as a rule, based on the final degree and transcript, so relying on a provisional certificate for this purpose is not advisable.
Will I still need to attest my final degree after attesting the provisional one?
In most cases, yes, especially if the receiving authority accepted the provisional certificate on a conditional basis, or if you will need degree equivalency later.
Should the transcript be attested along with the provisional certificate?
It is advisable. Some authorities ask for an attested transcript alongside the certificate, and some education authorities in the issuing country require it before they will verify a provisional certificate.
My provisional certificate shows a validity date that has passed. What should I do?
Ask the university for a new provisional certificate or an updated statement before you start the attestation. That is faster than risking a rejection halfway through the chain.
Can I attest provisional certificate documents received by email?
Usually not, because attestation applies to the original signed and sealed document. Some universities issue verifiable electronic copies, but whether these are accepted in the attestation chain differs from country to country.
Do I need to travel to the issuing country to complete the process?
No. The stages there can be completed by a family member or an authorised representative, and we take care of coordination with the UAE Embassy and every step inside the UAE.
