How Saudi Embassy Attestation Works in Dubai

The Saudi mission does not accept a UAE document until the UAE Ministry of Foreign Affairs has attested it, because that step confirms the UAE signature and seal. Most documents also need a prior step with the issuing authority, such as notarisation by a notary public or attestation by the educational institution. After consular attestation, the receiving body in Saudi Arabia may ask for a final attestation by the Saudi Ministry of Foreign Affairs inside the Kingdom, so ask the body you will submit to before you begin.

The UAE is not a party to the Hague Convention, so the apostille is not used here and the consular legalisation route applies. You can read about the difference in our article on apostille attestation.

Which Mission Attests Your Document: The Consulate in Dubai or the Embassy in Abu Dhabi

The place where the document was issued decides which Saudi mission is responsible, not where you live.

A document issued outside the UAE is attested by neither, as explained in the section on reasons for rejection. You will find the other missions we handle on our document legalization services page. How the Document Is Submitted: In Person or Through an Authorised Office

The Consulate General of Saudi Arabia is located on Al Seef Street, Al Hamriya, Bur Dubai (8 Al Seef Street, Umm Hurair 1).

  • One document only: You can go to the consulate without an appointment. Submissions are received from 10 to 11 a.m., Monday to Friday, after you pay the fees on the Saudi Ministry of Foreign Affairs website and print the receipt.
  • More than one document: The documents must be handed to one of the offices authorised by the consulate, and Insta Attestation Services is one of them. You do not need to attend, because we handle the whole process.

The Saudi Embassy in Abu Dhabi is in the Embassies Area and is responsible for documents issued in the Emirate of Abu Dhabi.

Saudi Cultural Mission Attestation in the UAE

A university certificate intended for work or study in Saudi Arabia goes through a separate step at the Saudi Cultural Mission in the UAE, which verifies that the university issued it. This step is different from consulate or embassy attestation, and it is not an equivalency of the certificate, which is handled by another body. The Mission’s procedures vary with the certificate holder’s nationality and the country of issue: some cases are submitted through the online platform Musaddaqa (مصادقة) and others in person, and a transcript and a letter from the employer or the Saudi university may be requested.

We complete the whole attestation, including the Cultural Mission, and we confirm the correct route for your certificate before we begin so that the application is not returned. The timeline depends on the certificate and the university’s response, and we will tell you after reviewing your document.

Why Documents Are Rejected and How We Avoid It

  • Document issued outside the UAE: for example, a request to attest a birth certificate issued in Saudi Arabia. The consulate attests documents from Dubai and the Northern Emirates only, and the embassy documents from Abu Dhabi only.
  • Missing ID of the applicant: The application is rejected if the document is submitted without the applicant’s passport or ID copy.
  • Fees paid but receipt not printed: The mission requires the payment receipt in print.
  • Gap in the chain: Submitting the document without UAE MOFA attestation.

We check all of these points before submission, so you do not lose a working day.
