How Kuwait Embassy Attestation Works in Dubai
The first thing to know about Kuwait embassy attestation in Dubai is that the Kuwaiti mission will not accept a UAE-issued document unless it has first been attested by the UAE Ministry of Foreign Affairs. For many documents, a step at the issuing authority comes first, such as notarising a power of attorney or declaration before a Notary Public, or having an academic certificate attested by the competent education authority.
After the Consulate’s attestation, Kuwaiti authorities usually require a final attestation from the Kuwaiti Ministry of Foreign Affairs inside Kuwait before the document is fully recognised there. Any mistake in the order of these stages sends the document back and delays the application, which is why we handle every stage in the correct sequence.
Note: Kuwait is represented in the UAE by a Consulate General in Dubai and an Embassy in Abu Dhabi. We confirm which mission is competent for your document before submitting it.

Stages of Kuwait Embassy Attestation in Dubai
Every Kuwait embassy attestation in Dubai passes through five consecutive stages, and none of them can be skipped:

Notarisation or Issuance
Powers of attorney and declarations are notarised before a Notary Public, and certificates are obtained from, and attested by, their issuing authorities where required.

UAE MOFA Attestation
A core requirement of the Kuwaiti mission: no UAE document is accepted without attestation by the UAE Ministry of Foreign Affairs.

Translation, if Required
Documents in Arabic do not usually need translation. Documents in English may need a certified legal translation if the Kuwaiti authority requests one.

Consular Attestation
The document is submitted to the Consulate General of the State of Kuwait in Dubai, or the Kuwaiti Embassy in Abu Dhabi, for attestation.

Kuwaiti MOFA Attestation
Once the document reaches Kuwait, it is usually attested by the Kuwaiti Ministry of Foreign Affairs to complete its recognition there.

After the Document Reaches Kuwait
Attestation by the Kuwaiti Consulate in Dubai makes a UAE document eligible for submission to Kuwaiti authorities, but those authorities usually require the Kuwaiti Ministry of Foreign Affairs attestation inside Kuwait before accepting it. We therefore recommend confirming the requirements of the requesting body, whether an employer, university or court, before you begin.
If you choose to have the document shipped directly to Kuwait, we send it to the address you specify, so the final attestation can be completed there without the document returning to you in the UAE.
Kuwaiti Cultural Office Attestation in the UAE
In addition to Kuwait embassy attestation, some university certificates issued in the UAE also need approval from the Kuwaiti Cultural Office, the Kuwaiti body responsible for the academic affairs of Kuwaiti students studying in the UAE, based in Dubai.
The equivalency requirements of the Kuwaiti Ministry of Higher Education state that Kuwaiti graduates must submit their acceptance letter, graduation certificate and transcript approved by the Cultural Office. The Office verifies the certificate details with the university, and recognition is limited to universities and programmes approved by the Ministry, so it is wise to confirm that your university and major are approved before you begin.
For non-Kuwaiti graduates, the Ministry’s published list of requirements does not include Cultural Office approval, and the usual route for their certificates is UAE MOFA attestation followed by Kuwaiti Consulate attestation. We confirm the exact route based on your nationality and the authority in Kuwait that will receive the certificate.
We prepare your complete Cultural Office file, including the graduation certificate, transcript and acceptance letter, and follow the application through to approval, alongside the MOFA and consular attestations where required.

Frequently Asked Questions About Kuwait Embassy Attestation
Does the Kuwaiti Consulate in Dubai accept a UAE document without MOFA attestation?
No. Kuwait embassy attestation requires the document to be attested first by the UAE Ministry of Foreign Affairs, and we complete this stage as part of the same application.
How long does Kuwait embassy attestation take in Dubai?
We complete the application within one working day, provided the document meets all requirements, including pickup from your door in any emirate.
Do I need to visit the Consulate in person?
No. Our representative collects the document from you and submits it on your behalf, so there is no need to book an appointment or visit the Consulate. The only exception is signing a power of attorney or declaration before the Notary Public when it is drafted, which we arrange for you.
Can you ship the attested document directly to Kuwait?
Yes. Once attestation is complete, we ship the document to the address you specify in Kuwait, or deliver it to you in the UAE if you prefer.
Does the document need to be translated before attestation?
Documents in Arabic do not usually need translation, as Arabic is the official language of Kuwait. Documents in English may need to be translated if the Kuwaiti authority requests it, which we provide through our legal translation service.
What is the difference between Kuwaiti Consulate attestation and Cultural Office attestation?
Consular attestation certifies a UAE document, after UAE MOFA attestation, for acceptance by Kuwaiti authorities in general. The Cultural Office deals with university certificates, approving them for Kuwaiti students and graduates ahead of equivalency by the Ministry of Higher Education in Kuwait.
Do non-Kuwaiti graduates need Kuwaiti Cultural Office attestation?
The equivalency requirements published by Kuwait’s Ministry of Higher Education do not include this approval for non-Kuwaitis; the usual route is UAE MOFA attestation followed by the Kuwaiti Consulate. We confirm the required route before you begin, based on the requesting authority.
Is Consulate attestation enough to use the document in Kuwait?
Kuwaiti authorities usually require a final attestation by the Kuwaiti Ministry of Foreign Affairs inside Kuwait, and Consulate attestation is the essential stage that comes before it.
What is the difference between the Kuwaiti Embassy in Abu Dhabi and the Kuwaiti Consulate in Dubai?
Both are official missions of the State of Kuwait in the UAE. We identify the mission competent for your document and submit it there on your behalf.
