Saudi Embassy UAE or the Consulate in Dubai: Where Do You Attest Your Document?

The Saudi Embassy UAE residents deal with stands in Abu Dhabi, while Dubai hosts the Saudi Consulate General. Which of the two you need depends on the emirate that issued your document: Abu Dhabi documents are attested by the embassy, and documents from Dubai, Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah are attested by the Saudi consulate in Dubai. Both require UAE Ministry of Foreign Affairs attestation first.

This guide covers UAE documents prepared for use in Saudi Arabia. A Saudi document needed in the UAE follows a different route, which we explain near the end.

The Rule That Settles It: Where the Document Was Issued, Not Where You Live

Many people make the same mistake: they head for the mission nearest their home. In fact, jurisdiction follows the authority that issued the document, as these examples show:

  • You live in Dubai, but your degree is from a university in Al Ain: the embassy in Abu Dhabi attests it.
  • You live in Abu Dhabi, but your trade licence was issued in Sharjah: the consulate in Dubai attests it.
  • Your file holds a Dubai marriage certificate and an Abu Dhabi birth certificate: the file is split between the two missions, and each document goes to its own.

Neither a shorter drive nor a faster turnaround overrides this rule; a document handed to the wrong mission comes back exactly as it went in. Unsure where your document was issued? Send us a photo and we will name the competent mission before you begin.

Can You Submit the Document Yourself?

At the embassy in Abu Dhabi, no. It accepts attestation requests from approved offices only.

At the consulate in Dubai, yes, provided you have a single document and meet three conditions:

  1. Pay the attestation fee online on the Saudi Ministry of Foreign Affairs website; the steps are in our guide to Saudi embassy fees UAE.
  2. Print the payment receipt and bring it with you; paying without a printed receipt is a common reason for rejection.
  3. Arrive between 10:00 and 11:00 a.m., carrying the applicant’s passport or Emirates ID.

If your file holds more than one document, or that narrow window does not suit you, it must go through an approved office. Insta Attestation Services is an approved office with both missions.

The Same Steps at Both Missions

  1. Attestation by the issuing authority: the notary public for a power of attorney, for instance, or the educational body for a certificate.
  2. UAE Ministry of Foreign Affairs attestation: neither mission will accept the document without it. The details are on our page about UAE Ministry of Foreign Affairs attestation.
  3. Attestation by the competent mission: the embassy or the consulate, depending on where the document was issued.

No translation is required on this route. And because the UAE is not a party to the Hague Apostille Convention, an apostille has no place here; the difference between the two routes is set out in our article on apostille attestation.

Why the Embassy or Consulate Rejects an Application

  • The document was submitted to the mission that does not cover its emirate.
  • The document was issued outside the UAE; both missions attest UAE documents only.
  • UAE Ministry of Foreign Affairs attestation is missing.
  • There is no copy of the applicant’s passport or ID.
  • The fee was paid but the receipt was not printed, for consulate walk-ins.

University Degrees: An Extra Step at the Cultural Mission

If your degree is needed for work or study in Saudi Arabia, it may also require attestation by the Saudi Cultural Mission once the embassy or consulate has stamped it. The cultural mission is a separate body from both, and we handle this step within the same file, sparing you a trip between offices.

What If Your Document Is Saudi and You Need It in the UAE?

Here the direction reverses, and the Saudi Embassy in the UAE plays no part. The Saudi document is first attested by the Saudi Ministry of Foreign Affairs, then attested digitally by the UAE Embassy in Riyadh or the UAE Consulate in Jeddah, through a single UAE Pass application that covers both the mission and the UAE Ministry of Foreign Affairs, as the UAE Ministry of Foreign Affairs explains. Our work is limited to UAE documents, so we do not handle Saudi MOFA attestation inside the Kingdom.

We Choose the Right Mission and Handle the Whole Attestation

Whether your file belongs at the Saudi Embassy UAE office in Abu Dhabi or at the consulate in Dubai, we take it from there. With more than ten years of experience, Insta Attestation Services has helped hundreds of clients attest their documents for Saudi Arabia without visiting a single office themselves:

  • We identify the competent mission for each document and split the file between the two where needed.
  • We collect your documents from your door in any emirate; you do not need to attend.
  • We complete consulate attestation within one working day and embassy attestation within three working days.
  • We hand the attested document back to you, or ship it to any address in Saudi Arabia.
